Updated January 2025 – Gem Lake Consolidated Land Use Ordinance No. 131 62 <br /> <br />SECTION 10. OPEN SPACE / RECREATIONAL DISTRICT “OS / R” <br />1. Intent and Purpose. This zoning district is for land in the City of Gem Lake reserved for: 1) open space or, 2) recreational <br />recreational uses. There are currently is no publicly held open or recreation space within the City of Gem Lake. The only <br />recreational facility within the City is a private golf course and it is the desire of the City to have the golf course prope rty remain <br />recreational in nature. There may be an interest in the future for small neighborhood “parks” in other areas of the City. <br />The City desires that this golf course recreational area space use be continued in the future. Based on past zoning practices, the <br />golf course owner’s wishes, and the Cities likely inability to purchase the golf course property, the golf course will continue as <br />a conditional use within residential districts. The land under the golf course is currently zoned as being in the “RE” zoning <br />district. <br /> <br />2. Uses. <br /> <br />1. A golf course shall be a conditional use in residential areas of the City of Gem Lake. <br /> <br />2. Public parks may be provided as part of development formed by a PUD in residential areas in the City. <br /> <br />3. The City will continue to explore options for acquiring true public open spaces or preservation areas, focusing on <br />land which directly impacts the water quality of the water body called Gem Lake[CS4]. <br />SECTION 10.
