Updated January 2025 – Gem Lake Consolidated Land Use Ordinance No. 131 100 <br /> <br />1. Congestion on the public streets; and, <br /> <br />2. Traffic hazards; and <br /> <br />3. Additional truck traffic through residential areas. <br /> <br />2. Internal traffic shall be so regulated as to insure its safe and orderly flow. <br /> <br />3. Traffic into and out of business and industrial areas shall avoid residential areas and in all cases be forward -moving <br />with no backing into streets. <br /> <br />4. All entrances from private property onto city streets shall be subject to review and approval of the City Engineer <br />and all entrances from private property onto county roads or state highways shall be subject to review and approval <br />by Ramsey County Public Works or the Minnesota Department of Transportation. <br /> <br />12. (Deleted). <br /> <br />13. Architecture. <br /> <br />1. It is hereby affirmed as public policy that the appearance of this community is a proper matter for public concern <br />and that all developed open spaces, and all buildings, signs, plantings, surfaces and structures which may be seen <br />from the public ways are subject to the provisions of this Ordinance. <br />2. In all Districts, all principal buildings other than one-family dwellings must be designed or approved by a <br />registered architect and certified in accordance with the appropriate Minnesota State statutes. <br /> <br />3. In all Business Districts, a building permit shall not be issued unless the proposed use is designed, sited, oriented <br />and landscape-planned to produce a harmonious relationship of building and grounds with adjacent buildings and <br />grounds and with the environment of the neighborhood. <br /> <br />4. In all Residential Districts, a building permit shall not be issued if the proposed building is so similar or dissimilar <br />to the other homes in the area as to result in depreciation of property values in the neighborhood. <br /> <br />14. Explosives. <br /> <br />1. No activities involving the storage, utilization or manufacture of materials or products, such as TNT or dynamite, <br />which could decompose by detonation shall be permitted except such as are licensed by the Council. <br /> <br />15. Radiation and Electrical Emissions. <br /> <br />1. No activities shall be permitted that emit dangerous radio-activity beyond enclosed areas. There shall be no <br />electrical disturbance (except from domestic household appliances) adversely affecting the operation at any point <br />of any equipment other than that of the creator of such disturbance. <br /> <br />16. Aircraft. <br /> <br />1. Landing Area. Aircraft landing areas are hereby prohibited within the City of Gem Lake. <br /> <br />2. Operation. The landing and the taking off of aircraft within the City of Gem Lake is prohibited except for <br />emergencies or by duly authorized law enforcement, military or medical transport aircraft. <br /> <br />17. Other Nuisance Characteristics. <br /> <br />1. No noise, odors, vibration, smoke, air pollution, dangerous wastes, heat, glare, dust, or other such adverse <br />influences shall be permitted in any district that will in any way have an objectionable effect upon adjacent or <br />nearby property. <br /> <br />2. All wastes shall be properly contained, fenced or screened and disposed of in a manner that is not dangerous to <br />public health and safety. <br /> <br />18. Consistency with Plans and Policies. <br />
