<br />Private Child Care and Education Facilities - Child Care Facilities currently licensed by the State of Minnesota and Educational
<br />Facilities with:
<br />1. An enrollment with an age not to exceed twelve (12) years:
<br />
<br />2. A total enrollment of not less than twenty-five (25) nor more than one-hundred eighty two (182);
<br />
<br />3. A maximum of one-hundred eighty two (182) “full-day equivalent” students with a full-day* defined as ten (10) hours.
<br />
<br />4. The “full-day equivalent” shall be calculated by adding together the total number of students present during each hour of the
<br />“full-day” of school. This total shall not exceed 1,820, which is 182 students’ times 10 hours.
<br />
<br />Projecting Sign - A sign which projects from and is supported by a wall, parapet, arcade or gallery of a building with the display surface
<br />of the sign perpendicular to or approximately perpendicular to the wall.
<br />
<br />Public Facilities - Parks, playgrounds and similar uses owned and operated by the City of Gem Lake; or, libraries and other City of
<br />Gem Lake owned facilities.
<br />
<br />Public Improvement - Any drainage ditch, roadway, parkway, sidewalk, pedestrian way, tree, lawn, off -street parking area, lot
<br />improvement or other facility for which the City of Gem Lake does or may ultimately assume responsibility for maintenance and
<br />operation, or that may affect an improvement for which local government responsibility is established.
<br />
<br />Public Open Space - Any parcel or area of land or water including, but not limited to: wetlands, prairies and grasslands, pastures, forests
<br />and wooded areas, mixed forest & grasslands, or any other naturally occurring land form that is essentially unimproved and wh ich may
<br />be devoted to use for the purpose of:
<br />1. The preservation of natural areas and resources,
<br />
<br />2. Outdoor recreation (active & passive),
<br />
<br />3. Support of public health and safety, or,
<br />
<br />4. Maintaining a high quality of life
<br />
<br />Public Utility - Persons, corporations, or governments supplying gas, electric, transportation, water, sewer, data, or telephone services
<br />to the general public. For the purposes of this Ordinance, commercial broadcast services and commercial wireless telecommunic ations
<br />services shall not be considered public utility uses and are defined separately.
<br />
<br />Public Waters - Any waters as defined in Minnesota Statutes, section 103G.005, subdivision 15.
<br />
<br />Recreational Equipment (Residential) - Play apparatus such as swing sets and slides, sand boxes, poles for net games, unoccupied
<br />boats and trailers, picnic tables, lawn chairs, barbecue stands, and similar equipment.
<br />
<br />Redevelopment - The rebuilding, repair, or alteration of a structure, land surface, road or street, or facility.
<br />
<br />Residential WECS - A WECS with a rated generating capacity of 40 kilowatts (kw) or less which is intended primarily for producing
<br />electrical power used on-site.
<br />
<br />Retention - The prevention of direct discharge of stormwater runoff into receiving water; examples include systems which discharge
<br />through percolation, exfiltration, and evaporation processes and which generally have residence times less than three days.
<br />
<br />Roomer – A renter of a room in another person’s home.
<br />
<br />Runoff - Rainfall, snowmelt or irrigation water flowing over the ground surface.
<br />
<br />Sketch Plan - An informal plan that is used as the first step for a proposal for developing of land areas in the Gateway District of the
<br />City of Gem Lake. See Section 9.7.1, Step No. 1 for details.
<br />
<br />Sediment - The solid mineral or organic material that is in suspension, is being transported, or has been moved from its original locati on
<br />by erosion and has been deposited at another location.
<br />
<br />Sedimentation - The process or action of depositing sediment.
