City of Gem Lake Planning Commission Meeting Minutes October 7, 2025 2 <br />Commissioner Wippich introduced a motion to recommend denying the request based on current findings to the City <br />Council of the Conditional Use Permit, Variance and Special Home Occupation License request for an in-home <br />financial service business using over 50% of the residence, more than one non-resident employee, and more than <br />three off-street parking spaces, seconded by Commissioner Epelboim. Motion carried 3-0. <br /> <br />Old Business <br />2050 Comprehensive Planning Process Scope Discussion <br />City Planner CJ Sycks summarized the process for the 2050 Comprehensive Plan. She suggested the process start <br />with community engagement which could be public hearings, surveys, or mailers. She indicated the focus is on <br />climate, natural resources, and greenhouse gas submission. TKDA will create a scope of how this will be done. <br /> <br />City Planner Sycks recommended in the near future having a Joint City Council and Planning Commission <br />workshop to review the 2050 Comprehensive Planning process. <br /> <br />Commissioner Pratt made a motion to schedule a Joint City Council and Planning Commission workshop to review <br />the 2050 Comprehensive Planning process, seconded by Commissioner Wippich. Motion carried 3-0. <br /> <br />New Business <br />None <br /> <br />Open Items for Commission Members to Bring Up <br />None <br /> <br />Future Meetings <br />City Council Meeting, Tuesday, October 21, 2025, at Heritage Hall, and Planning Commission Meeting, <br />Wednesday, November 5, 2025, at Heritage Hall. <br /> <br />Attendance Inquiry <br />Commission Acting Chair Pratt surveyed the Commission to see if any of the members would have any issues <br />attending the November meeting <br /> <br />Adjournment <br />There being no further business, following a motion from Commissioner Wippich, seconded by Commissioner Pratt <br />at 8:33 p.m. <br /> <br />Respectfully submitted, Barb Suciu <br /> <br />
