Recycling Performance*WorkP.Ian <br />During 2020, the Munielpalityshallimplementthe5trateSfes.on the Recycling Performance <br />Work Plan,.spe.cific to -the Municipality; attached ay.-Exhibit 1, to measure its progress towards <br />.achieving -recycling goals. Work plans maybe updated if agreed to by both parties in writing. <br />c. Reimbursement <br />1. EXOenses eligible for reimbursement must be in accordance with the established eligible <br />expenses. Funds riot spent by the Municipality during the budget -year will be retained by <br />the County. U nspent fu rids May be.used by the County for SCORE -eligible expenditures m <br />determined bythe County. If applicable, the Municipality shall use the*S.CORE funds as <br />specified. by the Joint Powers. Agreement*for Recycling Funding dated July 1, 2019. <br />2. The County shaii..re.imburse the Municipality a maximum not to exceed s.urrr of $1,g55 *in <br />base funding. and. $104 in.incentive-forvding. Subject to1he provisions of section-l(dj(5) <br />below, the Municipality shall receive -two payrhents:foe base funds: A payment -of 56% of -the <br />total base funding award will be -made within 35 days:of receipt of an invoice, and iri no case <br />prior to the firsttlay of March. The second payment of 50% of:the total base funding'awatd <br />will be made within 35 days of receipt of an invoice, and in no case before the first day of <br />June, The Municipality may invoice forthe entire incentivefunding amount upon <br />completion of-the.incentive project by s.uhmitting an. invoice and appropriate <br />.documentation of expenses. <br />3. The Municipality shall not use grant furids fQr expenses, or a portion of expenses,.which <br />have been or will be reimbursed by other-parties,.or for expenses that da not meet.the <br />eligibility criteria outlined in theSCORE.grant application, <br />4. The County's obligation under this.AgreeMedt. N subject to the availability and provision of <br />funding.from the State of Minnesota. The County may immediately cancel this Agreement. <br />or reduce the reimbursement to.the Municipality to. the extentfunds received from the <br />State are reduced or eliminated:. The County'Is acting as .fiscal agent for the Municipality and. <br />in no event shall be obligated to reimburse the Municipality in anamount. in excess-oUthat. <br />actually received.from.the State. <br />S. The County mayAeny reimbursementtothe Municipality, or. seek. recovery of payments <br />disbursed to the*Municipality., if the Municipality is unable to verify that recycling collection <br />service is provided at each place ofresidence, including multi -unit dwellings and <br />manufactured home parks.
