Counc1.1 Meeting — March 17, 2020 Meeting Minutes Acting Mayor Art ig 5wom.ley called the meeting to order at.7:01 p.m: Coiincilrnembees:Artig-Swofnley, Cacioppo, Kuny and Lindner were present. Mayor Uzpen was. out sick.(excused). Note: meeting was held via a telephone conference call due to the COVID-19 virus arid .the Declaration of Emergency from President Trump and Governoir Walz. Also present: City Attorney Patrick Kelly. March 17, 2020; Agenda Acting Mayor.Artig-5womley noted that a change: to the agenda was needed, changing monthly financials to approval of claims, with that a.mot on was made by Councilmember Lindner, seconded by Councilmerber Cat! oppo to approve the agenda with the. change. Voice vote taken, ail voted yes, motion passes. Agenda approved. NPw RLJ19i 1PSS City Attorney Patrick Kelly read #5 of the Proclamation, under Minnesota Statutes, Section 13D.921, that in -person meetings of the City Council, Planning Commission, and other advisory commissions of the City of Gem Lake are not practical or prudent due to the COV.ID-19 health pandernic and the peacetime. emergency declared by Governor Walz pursuant to Minnesota Statutes, .Chapter..12, a.nd hereby directs that meetings of the City Council; Planning Commission, and other advisory commissioris of the City shall be conducted by telephoneor other electronic means, and. hereby directs City Staff to take such action as may be.necessary to enable such meetings to occur via telephone or other electronic means pursuant to Minnesota Statutes, Section 13D:021,.until such time as it is no longer impractical or imprudent for the: City Council, Planning Commission, and other advisory commissian to resume in -person meetings.
