NOW, THEREFORE, MAYOR UZPEN OF TEE CITY OF GEM LAKE PROCLAIMS, <br />4 DECLARES, REQUESTS, AND DMECTS AS FOLLOWS: <br />i. Under the authority given. by Minnesota Statutes, Section 12.29, declares'that a.looal emergency <br />exits within ilia City of Gem Lake, effective. March 16, :2020, with. all. the powers and <br />responsibilities, attendant thereto as provided by Minnesota StaOW: Chapter 12, and further <br />proclaims that suoh-emergency constitutes a declared emer&pcy: <br />2.: Directs City of Gem Lake to review ordinance and regulgtory requirements; operations, civil and <br />legal proceedings, events, and resouroft -to determin$ Vvhethtr tfie foregoing should be. adjustod . <br />or .suspended, and to make recommendations. regarding :additional emergency -regulations to <br />.support the employees and residents of the City of Gem Lake; <br />% Orects all City and offices to. operate aid support. the. response to this incident, <br />under the direction and coordination of the. Mayor, City Clerk .and City Attorrity, including <br />implemepong. new omployee protocols,.: strategies; and. pt6cesses to ensure that .public services <br />are; maintained. <br />4, Directs the appropriate City Staff to request: and coordinate appropriate aid and resources from <br />,surrounding jurisdictions, Ramsey County; the State.of-Minnesota, and the Federal government,. <br />as needed. <br />5. Declares; under Minnesota Statues, Section 13D,02.1, that in -person. -meetings. of the City <br />Counts 1,.Planning Commission, and other advisory commisslans o -.the City of Gem Lake are not <br />Practical or prudent due to the CQVID-19 health pandemic -and the peacetime emergency <br />declared by Governor Walz pursuant to Minnesota Statutes, Chapter 12, and hereby directs that <br />meetings of the City Council, Planning Commission, and other advisory -commissions of the City,. <br />shall be conducted by telephone or other electronic means; and hbkeby..directs City Staff.to take <br />such action as may be necessary 1b. enable such meetings to occur via telephone or other <br />electronic means pursuant td Minnesota. Statutes, Section 13,1).021, until suoh time as .it 1s no <br />longer impraetloal or Imprudent for the City Council, Planniq Commission, .and;othcr advisory <br />commission to:reswm.In-person meetings. <br />b, Requests that. the.
