City of Gem Lake <br />County of Ramsey <br />State of Minnesota <br /> <br />Resolution No. 2024-0020 <br /> <br /> <br />APPROVING A ZONING COMPLIANCE PERMIT FOR 3610 HIGHWAY 61 AND 3700 <br />HIGHWAY 61, PID 273022430031 <br /> <br /> WHEREAS, Barnett Properties, the property owner, made an application to request a zoning <br />compliance permit to allow for a redevelopment project located at the property listed above; and <br /> <br /> WHEREAS, the Planning Commission reviewed the request at a duly noticed public hearing on <br />August 13, 2024, and a duly noticed meeting on September 10, 2024, and determined that the proposed <br />request meets the criteria approval, and voted to recommend approval of the request with conditions; and <br /> <br />NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF GEM <br />LAKE, RAMSEY COUNTY, MINNESOTA, that it should and hereby does direct staff to approve and <br />issue a zoning compliance permit to allow for a redevelopment project located at the property addressed <br />as 3610 Highway. <br /> <br />FURTHER BE IT RESOLVED that the following conditions of approval shall be met: <br /> <br />1. The applicant shall construct the proposed building and sales lot as per the plans submitted to the City <br />on 07/23/2024 and reviewed with this application. <br />a. The applicant shall revise their plans to address comments from the City Engineer dated <br />8/23/24, and comments from the watershed district. <br />b. The applicant shall revise their plans to meet the requirements and conditions of the Lot Line <br />Adjustment between 3610 Highway 61 (Parcel ID 273022430031) & 3700 Highway 61 <br />(Parcel ID 273022430019). <br />2. The applicant may construct the proposed fencing shown on the site plan, with said fencing meeting <br />the requirements of Section 16.13. and Building Type Template 15a. <br />3. The applicant must dim sales lot and parking lot lighting to 15% illuminance between the hours of <br />10pm and 6am. <br />a. Said lighting shall be able to be motion-activated to 100% illuminance for security purposes. <br />4. The applicant shall adhere to all applicable local, State, or Federal regulations. <br />5.
