City of Woodbury <br />Washington County, Minnesota <br />Ordinance No. 2025 <br />An Ordinance of the City of Woodbury, Washington County, Minnesota Amending <br />Chapter 1.1,.Licenses, Permits and Miscellaneous Business Regulations by adding <br />Article XV, Cannabinoid Products: <br />THE CITY COUNCIL :OF THE CITY OF WCo.DB.uRY, WASHINGTON couNTY, MINNESOTA <br />DOES ORDAIN: <br />That Article XV, Cannab inoid. Products, is hereby 'added to Chapter'11,. Licenses, Permits <br />and Miscellaneous Business regulations. <br />_. .jU.. �o . .. <br />DIVISION 1. GENERALLY <br />Sec. 11-510. Purpose. <br />The purpose of this Section is to regulate the sale of legalized adult -use -of cannabinoid <br />products: and that meets the requirements to be:sold for human or animalconsumption under <br />Minnesota Statutes, section i5j..72 for the following reasons: <br />(a) The City recognizes that, based on the most reliable and up-to-date scientific <br />evidence, the rapid introduction of newly legalized adult=use THC.products; <br />presents a significant potential threat to. the.public health, safety,:and welfare of <br />the residents of Woodbury, and particularly to youth. <br />(b) The City has the opportunity to be proactive and make decisions that will mitigate <br />this threat and reduce exposure of young people to the products or to the marketing <br />of these products and improve compliance among cannabinoid product retailers with <br />laws prohibiting the sale -.or marketing of cannabinoid products to minors. <br />(c) A local regulatory system for cannabinoid.p.roduct retailers is appropriate to ensure <br />that retailers comply -A ith cannabinoid product laws. and business standards of .the <br />City of Woodbury to protect the health,safety, and welfare of our. youth. and most <br />vulnerable residents. <br />(d) State law requires cannabinoid product retailers. to check the identification of <br />purchasers to verify that they are at least.21years of age (Minn. Stat. § 151.72, subd. <br />3(c)), comply with certain packaging and labeling requirements to protect children. <br />and youth (1d., subd. 5), and meet certain .potency and sek-6ng size.requirements Cld., <br />subd. 5a). <br />
