Project Description and. Justification's <br />Please provide a detailed descriptionof the.project. Along.with the projectdescription.please include its purpose justification on <br />why it should receive funding; and local benefit. <br />The project includes design and construction of a new' water supply system to provide safedrinking water to numerous residents <br />because of recently discovered contamination of local private wells.. With. the majority of the.City's residents served -by private <br />wells,:a new water distribution system to be supplied by neighboringcommunities.is.proposed to ensure those affected .by the <br />recently discovered water quality issue can -be provided a safe,: reliable potable water service. Sampling performed recently by the: <br />Minnesota Pollution Control Agency (MPCA). and Minnesota Department (if Health (.MDH)Aetected 1,4-dioxane; a likely human <br />carcinogen, in sevcral.priVate wells in Gem Lake.. The MPCA has.been providing residents.with bottled water, which is <br />appreciated, but is a. short-term solution. <br />Safe drinking water is of paramount irnportance.for all Minnesota. residents. While the cause of the contamination has not been <br />narrowed to one source, the. residents, of Gem Lake are not responsible for it, nor did they contribute to the issue.. This. is very <br />much an unexpected. issue and is. a burden for the residents from a health and safety perspective, but atso from a financial <br />perspective. The cost to complete a water distribution system for the priority areas. (those with contaminated wells) is <br />approximately S6.85 million, which -isn't affordable to be spread across the 174.households that live in. Gem Lake. This is <br />particularly the case because these. same: households have been investing in and maintaining the it -own groundwater wells. <br />The -local benefits.include ensuring safe drinking water for Gem Lake residents. This,has.long term positive impacts for the health <br />of residents. Another benefit%of:the project is that hydrants will be installed and connected to. the .new Water distribution' sys tem, <br />allowing the local firedepartment to more effectively Fight any fires within the community. <br />d. Use. of Funds <br />Pleasetell us, spec f cally how funds will be, used for the. project.. <br />Fund will be used to design and construct new watermams, krvice.11ifo, and connections and.to install hydrants and -gate valve <br />assemblies, along with new interconnections and metering stations. The: funding requested would cover both. construction :and <br />planning/design costs and also includes the removals and restoration necessary to complete the. project. <br />5. Rehabilitate or develop water sources (excluding reservoirs, dams, dam <br />rehabilitation and water rights) to replace contaminated sources; and 3.
