Patrick called the meeting to. order at TOO p.m. Commission Members Don <br />Cummings, Stephanie Farrell and Art. Pratt were present. Meeting minutes, <br />seconded by Commissioner Farrell. Ordinance —White Bear <br />Montessor[School <br />The: White Bear Montessori School (WBMS) operates at .120I County Road E Cast. at the southwest corner <br />of the city.. The parcel is zoned Executive Residential (RX),.and is also. identified as .being within the <br />Institutional. Overlay zone {the20.17.zoning map refers to the Institutional Overlay as a `Conditional <br />Use Instiitutional'). The Consolidated Land Use Ordinance states in:Section 15..1. that the purpose. of the <br />Institutional Overlay is for permitting uses that'serve the pub] ic,.ahi that are providing uses on a nonprofit <br />basis. Section .152 lists `religious institutions' and `private child care and education facilities' as uses. that <br />are'perinitted within the zone;. Sections 15.3 and 15.4 lists.accessbry and conditional/interim uses permitted <br />1n the: overlay. <br />the: over] ay zone establishes IimiIations on uses within the zone. WHIMS. would be considered as a `private <br />child care and education facilities' use in the ordinance. WBMS.is considering improvements to their <br />facility, and is requesting changes to the.ordinance.that would alloriw f& an increase in students, as well as. <br />potential expansion. of their existing facilities. The requested. increase in students would be to establish -a <br />new max iinunn of.182. The applicant has: also. requested allowing structures an the site to occupy .up to 30% <br />of a lot in .the .Institutional Overlay, and that the. minihtuni.amount of gremspace.on. a kit in the <br />Institutional. Overlay be. reduced from 25.% o.f the lot to 200/o. <br />Marnie McPherson. shared that the school as is right now..can hold. I.46 students if they changed: the <br />common room that they have into a classroom,. but the school would prefer to Jeep itas a common room. <br />Commissioner Cummings introduced.a motion•to open the public hearing on the matter at 7:07 p.m., <br />Commissioner Pratt.seconded the.mot i6n. Ail in favor, motion carried. <br />Cou ne il in embe r Jim Lindtie r.sbared that th e. bui I d i rig used to beA church before it .was turned into a school. <br />Councilmember Lindner feels that.fronq a resident's perspective these -changes should have been made a <br />long time ago and. sees. notlting wrong with the. plan. <br />Head .of School Marnie McPherson shared that the school has never grown beyond 1:20 students and does <br />have 'a wait Iist.about a year and a half but. .Currently there are 11.5. students enrolled. Thc.school is hoping <br />to exparid. tlteir elementary program and leave the presc40a1 as :is. <br />Cornm.issior} Chair Patrick. asked those in attendance if anyone:else had any cornments on the matter.. The <br />public had no other comments. <br />
