City of Gem Lake <br />Planning Commission Meeting-- May 9, 2023 <br />Meeting Minutes <br />Planning: Commission.ChairJoshua Patrick called the.ltteeting to .order at 7:OI p:m: Commission Members Don <br />Cummings,:Stephanie Farrell; Derek. Wippieh.and Art Pratt were. -present, Also present: City Attorney Kevin Beck, <br />City Planner Evan. Monson, Acting City C erk IVielissa:Lawrence,. Aeside.nts Rick 13osak, Erin Florin, Tom Bolf ng <br />and .Cindy Scruggs. <br />May 9, 2023 Agenda <br />A, motion was made by Commissioner Cummings to accept the agenda, seconded by Commissioner Pratt. Voice <br />vote taken, all voted yes,.motion.passes, agenda. accepted. <br />Minutes. <br />A motion was. made by Commissioner Pratt::to. approve. the. April 11, 2023; Planning Commission Meeting minutes, <br />seconded by Commissioner Farrell. Voice vote .taken, all voted yes, motion.passes,.minutes are approved. <br />Public Hearings <br />None <br />Old. Business <br />Discussion of Nuisance Ordinance No. 86. <br />City Planner Evan Monson shared wiih the Commission his draft of recommended revisions: and additions <br />to. tiie current. Nuisance Ordinance. The. Commission reviewed the revisions and additions and .feit as <br />though it was a great start and that it is moving: the right direction. Mr. Monson pointed out specific parts of <br />the Nuisance Ordinance that: could work as standalone Ordinances such as the sections on Meth Labs and <br />traffic. Newv abatement language was also. added to the end. of the Ordinance: <br />Commissioner W ippich felt -that the: sections describing unauthorized intoxicating liquor or gambling could <br />be explained and. made clearer. <br />Commissioner Cummings would like to see sometliingwhere it limitswhere vehicles are:allowed to be <br />parked, such as on any type of impervious surface and not the yard. He would also like to see languagethat <br />can reference other Ordinances so the same .information isn't being posted twice and can stay more <br />consistent.. <br />The Commission also: wondered if the term "dangerous" should be: defined because dangerous can mean <br />different things to different people: <br />City Planter Evan Monson has got an idea of additional .revisions that should be made and will have <br />something for the next meeting for review.again. The Corninission is happy with the progress and feels that <br />it is moving in the right direction. <br />New Business. <br />None <br />Open -items for Commission Members to Bring U <br />None <br />Future Meetin s <br />City. Council IvIeeting,T'uesday, May 16, 2023 at Heritage Hall, and Planning Comtriission Meeting, T.ucsday, June <br />12: 2023 at heritage Hall. <br />Commission Chair Patrick shared that he will not be able to. attend the City Council. meeting on T.uesday,- May 16 as <br />he has prior engagements. Comm Cummings said. that he may attend and. can give the Council an update. <br />
