This is similar to what St. Paul has but I tried to highlight areas we could change. <br />1. A property owner, including an owner holding a rental license, who consumes excessive <br />inspection services shall be subject to a penalty. An excessive consumption of inspection services <br />occurs after: <br />a. Written notice of a violation is served on the property owner following an initial <br />inspection; and <br />b. One additional initial inspection is performed at the same location within a consecutive <br />twelve-month period after the first initial inspection for which a notice of violation was <br />served; and <br />c. During each of the inspections described above, the enforcement officer finds new <br />violations of the Gem Lake City Code; or <br />d. Written notice of a violation is served on the property owner following an initial <br />inspection; and <br />e. The enforcement officer conducts an inspection after the due date for compliance on the <br />notice and determines that the violation still exists. <br />2. A penalty of one hundred fitly dollars ($150.00) maybe charged for each inspection meeting the <br />definition of excessive consumption. <br />
