In cases of an emergency where delay will permit a cotttinuing nuisance.to unreasonably endanger public health, safety or welfare; the City inay order summary enforcement and abate the nuisance.. Personal Liability: The owner of premises on which a nuisance: has been abated by the City, or a person who has caused a public nuisance. on pro perty'not owned by that person shall be.personaIIy. liable: for the cost of the abatement, incIuding.Administrative. costs.
