While a declaration of public health nuisance for a. site is in effect and has been -posted at.the site, no personal property may removed from the site without prior written consent from the city code enforcement officer. Consent to remove personal property maybe granted. at the reasonable discretion of the code enfor-cement.officer; and only incases of hardship.after the following: (1) A city -a pp rovedenvironmental hazard testing and cleaning firm has advised the city, in writing, that the items of personal property can be sufficiently cleaned to rernove.alI harmful contamination; and (2) The owner of the personal property agrees in writing that the owner: a:. Is -aware of the danger of using the contaminated property; b. Will tho rmigh IV. clean the property to remove all contamination. befo re. property is used; and C.
