2. Law Enforcement: Notice to Other Authorities. <br />Upon identification of a clandestine: drug lab.site or chemical dump site. deemed to place. neighbors,.visiting <br />public, or present and future occupants of theaffected property at risk for exposure to harmful <br />containinants and other associated conditions, law enforcement officials shall notify the City <br />Environmental. Health Official and other appropriate municipal; childprotection, and public health <br />authorities of the..prop erty location, th0:prop erty owner if known, and conditions.:found. <br />3: Seizure of Property. <br />I) lf.a clandestine drug lab. or chemical dump site is located insidea vehicle, boat, trailer, or. other <br />form of moveable personal property, law enforceineutauthorities may immediately seiae.such <br />property. and transport it to a more secure location. <br />2) Personal property may not be removed from a clandestine drug lab site ar a chemical dump site <br />without the prior consent from the City Environmental Health Official. <br />4. Action by City Environmental: Health Official. <br />1) L]pon notification by law enforcement authorities, the City Environmental Health 0fficia].o.r other <br />appropriate municipal or public health authority will. issue a. Declaration ofPubIicHealth <br />Nuisance for the affected property and past a copy of the: Declaration at all probable entrances to <br />the dwelling or property.. <br />2) Removal of the posted Declaration of Pub) ic. Health Nuisance by 'anyone other than the <br />Environme taI Health .Official; law enforcement authorities, or their designees,. i9.pro hibiled. <br />3) The.. City Environmental Health Official shall also attempt to notify the following parties of the <br />Declaration of Public Health Nuisance: <br />i. Owner of the property;. <br />ii. Occupants afthe property; <br />iii. .Neighbors withi.mclose proximity that can be reasonably affected by the conditions <br />found; <br />iv. The Ramsey County Sheriff's Department; and <br />v. Other state and local authorities, such as the Minnesota Pollution Contwl Agency and the. <br />Minnesota Department of Public Health, which are known to have: public and <br />environmental. protection responsibilities applicable. to the. situation. <br />4) Any rental license issued by the City for the property is: immediately suspended upon issuance of <br />the-Declaiation.of Public Health Nuisance. Such. license will be reinstated only after full. <br />compliance with an abatement. order, <br />5) After issuance. of the Declaration of Public Health Nuisance, the City Environmental Health <br />Official will issue an order to the property owner.to:.abate the public health nuisance. The <br />abatement order will include the following: <br />is A copy.ofthe .Declaration of Public. Health Nuisance; <br />n.. .An order to immed iately vacate those portions ofthc.praperty,.including.bui[ding.or <br />structure interiors, which may place the occupants or visi#ors gt risk; <br />iii.
