City Council on July 6, 2016. This was <br />prepared in response to a City. Council resolution earlier in the year asking the Department of <br />Safety and Inspections (DSI) and the Department of'Planning and Economic Development <br />(PED). to. study Airbnb and su- nilar companies. The charge was to see how their operations align <br />with current City ordinances and to evaluate whether current codes ensure that visitors, <br />landlords,:A.irbnb neighbors; and private.property are safe and protected. The resolution also <br />calls. for: the departments to ensure that the appropriate.taxes are being. collected fxom.these sorts <br />of properties. and uses. <br />Upon receipt and review`.of the study, the City Council made .the. following. recommendations: <br />- Develop:a Zoning Code amendment to. permit. short term. rentals as an "incidental transient <br />occupancy" and develop standards related to owner occupied and non -owner .occupied units,. <br />- Develop an ordinance amendment to fully regulate non -owner occupied units for life safety <br />concerns through the. Fire Certificate. of Occupancypxogram,. <br />Develop a rraechanism to ensure tax collection is occurring, possibly via host platforms. <br />- Develop.an ordinance amendment to license hostplatforms, with specific requirements relating <br />to reporting and compliance. <br />-. Utilizecomplaints about short terva rentals to: inform recommendations for future regulations. <br />Educate City staff (police, fire, and inspectors) about the presence of short term rental uses in <br />neighborhoods. and. the potential for complaints. <br />Planning; staff is in the process of developing a. zoning code amendment but does.not have draft <br />language ready for review, Staff is seeking your thoughts and input. <br />No action by the Neighborhood Planning Committeeis requested at this.time. <br />
