The City of Gem Lake's visioning plan requires well -planned and functional open spaces, <br />preservation areas, parks and gathering places, which are generally referred to in this Section as "civic space." An <br />application's development plan shall dedicate or otherwise set aside sufficient land for public civic space. At a minimum, <br />10% of the total acreage in development shall be identified on the plans as Civic Space. The acreage of wetlands protected <br />by state statute and any wetland buffer required by a governing watershed district shall be excluded from calculations of <br />"total acreage in development" and from the calculation of the 10% dedication to civic space. A Civic Space shall conform <br />to one or more of the Civic Space Templates at Figures 4 and 5. The Civic Space Type used to design a given Civic Space <br />shall be indicated on any plan or diagram intended to show compliance with this section. <br />0 <br />A. Passive Open Space. The concentration of <br />open spaces which separates more urbanized <br />areas from less dense residential andnatural- <br />ized areas. This open space has no required <br />features but may contain environmental pre- <br />serves, paths and trails, and open shelters, all <br />naturalistically disposed. <br />B. Preserved Tree Line. Are a us e d to p res e rve <br />tree lines indicated on the City's Existing <br />Land Use Plan or areas with pre-existing tree <br />s creening of 50% opacity or greater. <br />C. Green/Small Park. An open space available <br />for recreation and neighborhood gathering. <br />Area may be unimproved or used for play- <br />ground, community garden, pergola, picnic <br />areas, or similar park activities. The civic <br />space is defined by at least one through street <br />andshouldbe accessible via sidevralk or path. <br />A larger open area available for recreation, which <br />may include facilities forstructured activities such <br />•• <br />• <br />— �( <br />Jj <br />as athletic fields or courts (limited to 40% of <br />• <br />space).
