KRUNCH Dumpster Company – 3696 Scheuneman Rd/0 Scheuneman Rd <br />Gem Lake Planning Commission 12/02/25 <br />November 26, 2025 <br />Page 5 <br /> <br /> <br />Zoning Ordinance Amendment <br /> <br />Current Ordinance <br />In 2007, the city conducted a visioning study and master planning of the area now known as the Gateway District <br />– the ‘Gateway and Village Centers Vision Corridor Master Plan’. The results of this planning effort were included <br />in the City’s 2030 and 2040 Comprehensive Plans. The requirements of the Gateway District were first adopted in <br />2014 as Ord. No. 107B and are now located within Ord. No. 131. The Gateway District requirements are intended <br />to allow for development and redevelopment of the properties within this zone. This ‘tiering’ of development is <br />done through four sub-zones. The subject property is located in the Neighborhood Center Sub-Zone. <br />Neighborhood Center makes up the majority of the Gateway District. <br /> <br /> Figure 3: City Gateway District Sub-Zone Map with Subject Properties shown in blue. <br /> <br />Ord. No. 131, Section 9 establishes eleven (11) different building type templates, which dictate the built form of <br />new development within the district (Figures 6-15a in the ordinance). Each building type template includes a <br />definition, lot size and placement regulations, building footprint limits, building locations, height and use <br />restrictions, and any modifications/exemptions from the ordinance. <br />Commercial storage is not permitted use with any building type template in the Gateway district and does not fit <br />with any of the currently established building type templates. Outdoor Storage is included as an allowed use with <br />Automotive Dealership but is not permitted with any other building type. The addition of a new building type and <br />commercial storage as a Permitted Use with outdoor storage as a Conditional Use are included in the Zoning <br />Ordinance amendment to Section 9.6.5, Figure 17. <br />The closest building type template that could accommodate commercial storage with outdoor storage is Figure <br />15a – Automotive Dealership in Ord. No. 131, Section 9 (see Figure 4 below). Section 9.6.4 states “New building <br />types may be proposed in the manner of other amendments to the Zoning Code using the procedure in Section
