KRUNCH Dumpster Company – 3696 Scheuneman Rd/0 Scheuneman Rd <br />Gem Lake Planning Commission 12/02/25 <br />November 26, 2025 <br />Page 10 <br /> <br /> <br />o County staff has reviewed the plans and has no comments. <br /> Department of Transportation (MnDOT) <br />o MnDOT Development Review staff have reviewed the plans and has no comments. <br /> Vadnais Heights Watershed Management Organization (VLAWMO) <br />o There are no wetlands are shown on site, therefore no wetland conservation act (WCA) permit <br />needed. The VLAWMO stated that the drainage ditch on the south end of the property was <br />delineated spring of 2025 and determined to be incidental and not regulated by WCA. <br /> Fire Department (City of White Bear Lake) <br />o Assistant Chief/Fire Marshal is currently reviewing the submitted plans and intends to provide <br />review comments before the December Planning Commission meeting. <br /> Building Official <br />o The Building Official is currently reviewing the submitted plans. They plan to complete their <br />review in time for a recommendation to be made at the December Planning Commission meeting. <br /> Engineering <br />o City Engineering staff (SEH) provided a memo dated November 24, 2025 with initial review <br />comments requesting additional information or changes to the development plans submitted that <br />shall be addressed as a condition of approval for the following items: <br />• Showing the amount of street removal proposed to accommodate curb and gutter <br />removals near the driveway described on Sheet C1.0; <br />• Add ford a-1 cover or equal to curb stop in the driveway and install HDPE SDR 17 <br />instead of CMP for driveway culvert shown on Sheet C4.0 <br />• Revise the basin grading to be entirely on the property and include the previously existing <br />culvert and over flow to the east in the existing conditions modeling. <br />• The EOF/grading needs to be revisited, as shown, the drainage would discharge south to <br />private property prior to overtopping the top of curb to the roadway. No discharge to <br />private property will be approved. It is not preferred to use the top of curb as an EOF. <br />• Install erosion and sediment control measures around the entirely of the ponding area <br />and include culvert end protections at all driveway culverts. <br /> ACTION <br /> <br />The Planning Commission has the following options for each request: <br /> <br />1. Recommend approval of the request, with or without conditions. <br />2. Recommend denial of the request, with findings for denial. <br />3. Table the request for further review/study. <br /> RECOMMENDATION <br /> <br />A separate motion should be made for each request. <br /> <br />1) Lot Line Adjustment. Staff recommend the Planning Commission give a positive recommendation to the <br />City Council to approve the lot line adjustment/minor subdivision request, subject to the following <br />conditions of approval: <br />a. The proposed lot line adjustment between 3696 Scheuneman Road (PID 273022430027) & 0 <br />Scheuneman Road (PID 273022430029) shall adhere to the dimensions as proposed in the plans <br />submitted to the City on 7/23/24 and reviewed with this request. <br />b. The proposed lot line adjustment shall include new legal descriptions for each parcel. <br />c. The applicant shall comply with the memo provided by the City Engineer dated November 24, <br />2025 and review comments provided by the Fire Department, Building Inspector, and BSNF <br />railroad. <br />d. The applicant shall record the lot line adjustment with Ramsey County within one year of the date <br />when the request was approved by City Council. <br />e. The applicant shall adhere to all applicable local, State, or Federal regulations. <br />f. The applicant shall acquire any other applicable local, State, or Federal permits for this request.
