The <br />commissioners reviewed different examples of garbage ordinances for nearby communities, and reviewed results <br />of a survey that was sent out to residents on their garbage hauling service. Included with this memo is a redlined <br />draft ordinance for review by the commissioners that includes changes as suggested by staff. <br /> <br /> <br />OVERVIEW OF DRAFT ORDINANCE <br /> <br />The draft ordinance includes mostly minor changes and edits. Items the commissioners may want to discuss <br />further are: <br />• How early to set out containers for collection? <br />o Current ordinance allows you to place container for pick-up no earlier than 3pm of the day before <br />collection day. <br />• Hours for garbage pick-up. <br />o Current ordinance allows pick-up to occur between 630AM – 830PM, other communities are <br />typically 6AM – 10PM. <br />• Size limitations for containers? <br />o Current requirement is no larger than 32 gallons. <br />• Include language for composting? <br />o Some communities include language regarding composting. <br /> <br />Licensing/Contracted Hauling <br />Following up from the last meeting, staff discussed with White Bear Township on whether they would be open to <br />having the city included in their hauling agreement. The Town Board were open to the idea if the city were to <br />adopt or update their ordinances to allow for licensed hauling. <br /> <br />The commissioners may want to discuss whether to pursue the licensing idea further, and whether such service <br />would be for residential only, or if non-residential establishments (multi-family, commercial, etc.) should be <br />included as well. <br />
