Comprehensive Plan Gem Lake, Minnesota Heights, Within Gem Lake, a future area for potential trail use is the BN Railroad/ROW line which is located in the eastern portion of the. City. This area shows potential to be designated, as part of a larger Regional. Trail Corridor by Ramsey County and the Metropolitan Council Parks Division. 3.9 Comprehensive Plan and Development Characteristics in Contiguous Municipalities Due to the small size of Gem Lake, it is very important that the community monitor and loosely coordinate its development with the contiguous governmental units on its boundaries. White Bear Lake is the most developed of these .and exhibits a generally diversified development pattern similar to that of a freestanding town (which it was until metropolitan urban development radiating out of St. Paul reached out to its vicinity): That portion.of White Bear Lake closest to Gem Lake is: planned principally for commercial development. Vadnais Heights, which borders on the west and south portions of Gem Lake is predominantly developing as a low density residential suburb. At present, Gem Lake has a small economic base for development. The Vadnais Heights plan (based. on the zoning map) calls for commercial development along all'but a small portion of the entire south and western portion of the City of Gem Lake. White Bear Township is expanding an industrial district on the. northern border of Gem Lake. 3.10 Community Survey A community survey was conducted by the City of Gem Lake to gather citizen input in regards to the direction they would like to see the City take. Sixty-nine (69) surveys were returned and the results were tabulated. In general, the citizens of Gem Lake were very pleased with.the way Gem Lake is now and would like to see.it remain as it is.
