Comprehensive Plan <br />Gem Lake, Minnesota <br />Heights, Within Gem Lake, a future area for potential trail use is the <br />BN Railroad/ROW line which is located in the eastern portion of the. <br />City. This area shows potential to be designated, as part of a larger <br />Regional. Trail Corridor by Ramsey County and the Metropolitan <br />Council Parks Division. <br />3.9 Comprehensive Plan and Development Characteristics in <br />Contiguous Municipalities <br />Due to the small size of Gem Lake, it is very important that the <br />community monitor and loosely coordinate its development with the <br />contiguous governmental units on its boundaries. White Bear Lake is <br />the most developed of these .and exhibits a generally diversified <br />development pattern similar to that of a freestanding town (which it <br />was until metropolitan urban development radiating out of St. Paul <br />reached out to its vicinity): That portion.of White Bear Lake closest <br />to Gem Lake is: planned principally for commercial development. <br />Vadnais Heights, which borders on the west and south portions of <br />Gem Lake is predominantly developing as a low density residential <br />suburb. At present, Gem Lake has a small economic base for <br />development. The Vadnais Heights plan (based. on the zoning map) <br />calls for commercial development along all'but a small portion of the <br />entire south and western portion of the City of Gem Lake. White Bear <br />Township is expanding an industrial district on the. northern border <br />of Gem Lake. <br />3.10 Community Survey <br />A community survey was conducted by the City of Gem Lake to <br />gather citizen input in regards to the direction they would like to see <br />the City take. <br />Sixty-nine (69) surveys were returned and the results were tabulated. <br />In general, the citizens of Gem Lake were very pleased with.the way <br />Gem Lake is now and would like to see.it remain as it is. Low density <br />and protection of the natural environment were them themes of <br />the responses.. <br />The complete results Appendix A. of the community survey are found in <br />Page 14 <br />
