4.0 Plan Assumptions, Goals, aild. tsaues: <br />Beyond assessment of the existing and projected characteristics of <br />development in Gem Lake and vicinity, there is a need to (1) assess <br />the. assumptions upon which the plan Is to be predicated, (2) establish <br />basic community goals upon **hich the policy proposals of the plan.. <br />may rest, and.(3) identify the key issues whichzustbe resolved if the <br />plan: is: to become a reality.. This chapter of the plan -presents these. <br />assumptions; goals, and issues as. the key factors that establish the <br />basis for the.plan proposals in the succeeding chapters: <br />4.1 Plan Assumptions <br />A. The plan is based on the assumption that the economy of the <br />Minneapolis -St. Paul metropolitan area will remain healthy and <br />thaf sub -regional population projections as established by the <br />Metropolitan Council will be reasonably accurate. <br />B. It is assumed that the cooprebensiye development plans and <br />physical development ordinances of the corttiguous local units of <br />government. will remain essentially as they are today.. <br />C, It is assumed that additional skgpping and employment <br />opportunities within municipalities located withii a five= -mule <br />radius of Gem Lake. will become available in reasonable <br />proportion!or population increases. <br />D: It- -is assumed that a major open -spaEe acquisition and <br />development plan. will be: completed as proposed by Ramsey <br />Cquiaty: <br />E. It is assumed .that facilities presently estimated by the City <br />Engineer and/or projected will be. adequate for the projected <br />population. <br />4.2 Community Goals <br />The following goals are established as the principal guidelines for the <br />physical'development of Gem Lake. All policies, -asp resented in. later <br />chapters of this plan document, should be considered supplemental <br />tothese basic goals: <br />.A. The residents of Gem Lake: desire to. preserve and maintain .a <br />"small town" environment in a natural setting. Such an <br />environment should promote an atmosphere of quiet, relaxed.. <br />living with maximtim regard to maintaining openness of the <br />physical environment as well as preserving trees, water areas, <br />grass lands, and wetlands..
