G- It. is the. policy of Gem Lake to review proposed institutional. <br />developments on a case -by -case basis. To the. exterit that <br />institotiod9l land uses such as schools, hospitals,. and. other <br />institutional. uses are' compatible with the City goals of <br />maintaining a high quality :natural and man-made environment; it <br />is possible that these would. be. permitted within residentially <br />designated portions of the community. However, for the purposes <br />of this plan no major institutional issues --are.anticipated. <br />R It is the policy of Gem Lake to mahkain the present acreage of <br />recreational and open space and to explore. the expansion of open <br />space and the acquisition of public open space. At present, the. <br />only: land for. recneatioiial. purposes within Gcrn Lake is the. <br />privately owned commercial golf course in thd northeast corner <br />of the City, which. is open to the public. Ivis the.. desire of the -City. <br />to see this -property retrains .as a golf course and recreational in <br />nature. The City would like, to explore the possibility of creating <br />a. new zoning classification. for the golf course property which <br />would allow for expansion of the golf course and which would <br />allow other recreational opportunities but would not allow <br />residential or commercial uses that would detract from the <br />recreational value of this property. <br />The City Would furdwexamine the need for neighborhood parks <br />or open space and the feasibility of acquiring properly* for these <br />purposes. The City will consider'a:parks dedication requirement <br />for future. developments in the City. Again, it may be helpfaf to <br />the .City to develop a zonin8. classification -to. protect valuable <br />openspace areas:from. development, <br />The Citywill also examine the. leesibility of bike paths. within the <br />City. <br />L It is.*the policy of Gem Lake to preserve the envirQnmental. quality <br />of the water .body. called Gem Lake and its. attendant wetland <br />.areas. No construction or land altemation wilf be permitted within <br />a 100-foot corridor extending back from the high water mark of <br />this area. without a special:council permit. <br />T. It is:the policy of Gem Lake to encourage the maintenance of high <br />quality housing within the City. -Recognizing that a :substantial <br />portion.of the uncommitted lands in Gem Lake are in the interior <br />portions of the City where'the established development character <br />is of high quality, �dontiniiance of'this development .pattm. will be <br />encouraged.
