�Y <br />No .preliminary plat shall be: approved by the: City. -of *Gem Lake City <br />Council, unless the administrator makes.a favorable recornmend;Rtion <br />regarding the ability of each. lot to accommodate a satisfactory ISTS. <br />A systemermi pt,.obtained from.the administrator, is required for':ady <br />installation: or renovation of an. ISTS. No building permit for. any <br />building including the installation or -renovation of as ISTS :shall be <br />issued. until a system .permit for the 'involved facility has been <br />approved. <br />'The. City. of Gem Lake has, instituted an. inspection program for <br />ISTSs. T►e initial inspection .is to determine if installation or <br />renovation has been: accomplished in compliance with Chapter 7080 <br />of the Minnesota Rules acid with the Gem Lake Individual Sewage <br />Treatment System Ordinance.. The: administrator shall .inspect any <br />-individual ISTSs when a writtetrdomplaint.signed by two.residetits <br />of the City of Gem Lake is received. Xis the responsibility of the <br />owner of any prenuses. using an.ISTS.,,tor which a permit has been <br />issued to .provide for the periodic maintenance by a qualified pumper: <br />hauler. Reports of the. maintenance should -be - submitted. to the <br />administrator..Itis the duty of the. -to create, update and <br />maintain an accurate invedt q of- each.ISTS for Whicb perrnifs have <br />been issued within the City of Gem Lake. The inventory should <br />include location, system description, renovation .description and <br />maintenance. reports. The administrator may inspect any system he. <br />deems necessary a§ a result of the reporting.program. The City, -at colt <br />to the land owner, has each and every ISTS .inspected everyeven.year, <br />Any system which fails the inspection must be.renovated or replaced. <br />Ordinance 61 defines the bi anrival inspection .arid maintenance <br />routines. <br />Ordinance 64 is. designed to regulate. the operation of the municipal <br />sanitary sewer system. 'The ordinance contains regulations that <br />include the fb owin&: <br />A. Regulating connections to.Ix.-made to the municipal sanitary <br />system.- <br />B. Establishing regulations as to type and kinds of waste that -maybe <br />disposed of in the -municipal sanitary sewer system. <br />C.Prohibiting the discharge of any .type or kind of surface wamrs <br />into the municipal sanitary sewer -system. <br />Dt. Prescribing rates and charges -for selvage disposal services. <br />E. Providing.for the. issuance of permits for and supervision of all <br />connections to the municipal sanitary.sewer system.. <br />F.
