E <br />H. The City will require that wastewater generation served by ISTSs <br />connect to. the public system within. one year of the time. service <br />is made -available. <br />k, I. Develop -a capital improvements program, which includes sewer <br />system improvements. <br />J. Require minimum lot sizes adequate to provide for all e> petted <br />improvements to ISTSs and for the installation of two ISTSs in <br />order to insure space for an alternate -system or system expansion <br />in .case: of inadequacy or failure. <br />K. Estabiish a continuing education program on the function and <br />maintenance. d ISTS& <br />L. Seep outside fpnding..for programs to locate and upgrade <br />substandard' webs and-ISTSs. <br />860 Water Supply Plan <br />t; *10.1 Water Supply System <br />At present, there is no citywide public, water distribution system. <br />within. Gem Lake. Tousley Ford, in the Hoffman's. Corners West area <br />of the. City, receives their water supply from the Vadnais Heights <br />water distribution, system. All other properties in. Gem Lake, <br />residential and non-residential, obtain their water supply via private <br />wells. <br />The City has a number of options with regard to its water supply. The <br />first would-be to- continue to rely on private wells..A second option <br />would be to purchase. water from the Vadnais Heights and. -White Bear <br />Lake 'Water distribution systems for all properties within Gem.Lake. <br />Another option would be to purchase water for just the commercial <br />properties.. <br />Connecting to an. existing municipal .system would address a number <br />Of potential problems: Water quality would be enhanced by <br />connecting to a public system that includes water treatment facilities, <br />With private wells, there. is the potential of contamination and of the <br />well going: dry. <br />There are some steps that the -City should.undertake. if it continues to <br />Primarily rely on private wells for its water supply. A -program -should <br />be set up to require.,p -odic testing of water from eypry well in the <br />City to determine. its quality..
