12.2:9 The City should explore the possibility in participating in a regioti- <br />wide effort with adjacent communities*to develop a -diverse housing <br />base. <br />12.3 Capital Improvement Plan <br />i In order to guide long-term expenditures for costly public facilities <br />within the City, .a Capital Improvement Plan (CIP) to guide the <br />muiucipal budget has been formulated. <br />12;3.I On file at. the City Of$ee and available-for reference is the Gem Lake <br />CIP covering the years 19q$ through 2002. Key provisions of the <br />document include: <br />Comprehensive Plan <br />Gem Lake, Minnesota <br />A. One-year improvement plan. to be updated annually. <br />B. Five-year plan to coordinate with other governmental units. <br />C. Framework for a 10 to 20 year plan to establish rough estimate of <br />future capital costs. <br />i2.3.2 The CIP includes costs for the following types of facilities and. the <br />specific locations within the community where these facilities are to <br />be provided: <br />A.
