CITY OF GEM LAKE, MINNESOTA <br />RESOLUTION NO. 2025-042 <br /> <br />APPROVING A CONDITIONAL USE PERMIT FOR 3610 HIGHWAY 61 NORTH <br />PID 273022430031 <br /> <br />WHEREAS, , Topline Advertising, Inc. c/o Katie Weber, on behalf of property owner <br />Barnett Properties, made an application to request a Conditional Use Permit to allow for <br />internally illuminated signage located at the property listed above; and <br /> <br />WHEREAS, the Planning Commission reviewed the request at a duly noticed public <br />hearing on December 2, 2025, and determined that the proposed request met the criteria for <br />approval, and voted to recommend approval of the request with conditions of approval; and <br /> <br />NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL <br />OF GEM LAKE, RAMSEY COUNTY, MINNESOTA, that it should and hereby does direct <br />staff to approve the Conditional Use Permit to allow for internally illuminated signage located at <br />the property addressed as 3610 Highway 61 North. <br /> <br />FURTHER BE IT RESOLVED that the following conditions of approval shall be met: <br /> <br />1. The applicant is permitted to install the following illuminated signs in the size and to <br />the dimensions proposed, consistent with the plans received by the City on November <br />10, 2025, and reviewed with this request. <br /> <br />Sign <br /># <br />Description Type and Location Size <br />E01 Business Identification Freestanding Sign located along West parking lot 18.07 sq. ft <br />E02 Business Identification Wall Sign on West Elevation over Entrance 24.65 sq. ft. <br />E03 Dealership Identification Wall Sign on West Elevation 19.24 sq. ft <br />E04 Direct Service Traffic Wall Sign on West Elevation over Garage Bays 20.88 sq. ft <br />N01 Direct Delivery Traffic Wall Sign on South Elevation 19.24 sq. ft <br />N02 Building Identification Wall Sign on South Elevation 19.24 sq. ft <br />N03 Building Identification Wall Sign on North Elevation 19.24 sq. ft <br /> <br />2. The applicant shall obtain all necessary local permits prior to construction, including <br />but not limited to building, electrical, and sign. <br />3. The applicant shall adhere to all other applicable local, state, and federal <br />requirements. <br />4.
