(Page 52 - 54) <br />Plan Adoption and Implementation <br />The implementation process for the recommended improvements has many facets since <br />the process involves a number of agencies for reviewing, approving and funding both <br />development projects and roadway improvement projects. The success of the <br />implementation depends on a considerable amount of cooperation and coordination <br />between these agencies. The Cities, Township, County and MnIDOT need to support <br />the corridor plan as part of their review processes of future development proposals and <br />land use designation changes within the corridor. <br />Future funding priorities and regional consistency determinations can be strongly <br />influenced if the PMT members consistently support the roadway improvement plans <br />and restrict land use to :that : shown>;tn;;, the;;'= :robable , land ; use ;fscenario. It is <br />recommended that the PMT should be continued and possibly reorganized as a <br />Transportation Management Organization (TMO). The primary responsibilities would <br />be to maintain a process similar to the 3-C planning program encouraged by the <br />Federal Highway Administration for many years. The 3-Cs stand for a process which <br />is: <br />* Continuing <br />* Cooperative <br />* Comprehensive <br />The local review and planning processes need to be updated to be consistent with the <br />corridor study findings. Each separate jurisdiction needs to review the corridor study <br />with their planning and policy members and then formally adopt the study. Mn/DOT <br />support could be documented through some type of letter of intent from the agency. <br />The corridor study should` be presented to the Metropolitan Council's Technical <br />Advisory Committee and if possible adopted by and incorporated into the regional <br />Transportation Development Guide / Policy Plan. <br />Once the study has been adopted, the Cities and Township can revise and amend their <br />Comprehensive Land Use and Thoroughfare Plans and the County can update their <br />Transportation Plan. Comprehensive Plan amendment requests should be relatively <br />easy to implement by the Met Council since they would be consistent with the <br />Development Guide / Policy Plan. <br />A critical element of the implementation portion of the plan is to retain the trip <br />generation rates as calculated for the probable land use scenario. Data is available on <br />a parcel by parcel or block by block 'basis in Appendix B. Deviation should be <br />permitted only after careful study of the impact of the changes and after review by <br />other members by the project management team. <br />
