Explore local fiscal initiatives for housing, including but not <br />limited to, the use of housing revenue bonds, tax increment <br />financing, and Community Development Block Grants. <br />• Consider alternative transportation services that relate to life - <br />cycle housing opportunities. <br />• Consider developing Planned Unit Development and Cluster <br />Development Standards that would allow more creativity and <br />flexibility with regard to life -cycle housing opportunities. <br />10.0 Storm Drainage Plan <br />These is no storm drainage system within Gem Lake other than <br />ditches alongside roads within the corporate limits. Two portions of <br />the City of Gem Lake drain internally into depressions with the — <br />surface outlet. The most critical of these is the basin draining into <br />Gem Lake and its attendant wetlands. <br />10.1 Storm Drainage Policies <br />Attempt to restrict or minimize additional storm water runoff <br />into the Gem Lake Basin in order to protect the water quality of <br />this area. Particular attention should be placed on water <br />retention to settle out undesirable sediments and to minimize <br />siltation. Impervious areas should be restricted within 100 feet <br />of Gem Lake (water body) and its wetlands. <br />• Encourage surface water drainage into the north pond, <br />recognizing that this pond has minimal ecosystem value and <br />may be more attractive if higher water levels are maintained. <br />Seek cooperative agreements with White Bear Township, White <br />Bear Lake, and Vadnais Heights for surface drainage easements <br />as needed. <br />� v <br />i • Require storm sewer connections, where available, on new road <br />`tv1 <br />construction as an alternative to ditches. <br />• Require storm sewerage in all commercially developed portions <br />of the community. <br />• Notify residents of the EPA/MPCA 40 percent reduction goal, <br />the best management practices to achieve this goal, and available <br />resources if additional information is needed. <br />• Adopt the Nationwide Urban Runoff Program (NURP) design <br />standards for new stormwater ponds that will reduce the <br />contaminant loadings from surface water runoff. <br />Comprehensive Plan A-GEMLK9501.00 <br />Gem Lake, Minnesota Page 32 <br />
