12.0 <br />12.1 <br />explore bicycle trail options and in providing access to regional trails. <br />(e) The City will consider rezoning the golf course to a recreational <br />based zoning district to ensure that remains recreational in nature. <br />Plan Implementation <br />The goals and policies of the Comprehensive Plan are designed to <br />aid City staff, the Planning Commission and the City Council in <br />making sound decisions that shape the future development of the <br />City of Gem Lake and reflect the wants and needs of its citizens. <br />Following are a number of implementation strategies that may be <br />used to reach the goals and policies of this Plan. <br />Zoning Ordinance <br />The major purpose of zoning is to ensure that new development in <br />a community meets a set of consistent local quality standards <br />designed to minimize incompatible land uses. <br />The City should consider the following actions regarding the Gem <br />Lake Zoning Regulations: <br />• The development of a Recreational Zone District to be applied to <br />the golf course property. The new district should allow for the <br />present use and be expanded to allow other similar recreational <br />uses. Residential and commercial activities should be prohibited. <br />The district should include conditional use provisions to allow a <br />case -by -case review of proposed projects. It should also include <br />landscaping and buffer requirements. <br />• Residential areas currently zoned R-3 and R-4 in the northeast <br />portion of the City should be examined to determine if their <br />current classification reflects the goals of the community to <br />maintain very low density residential development or if the land <br />should be rezoned R-1 or R-2. <br />• Develop more complete submission requirements for <br />development proposals including special use permits and sign <br />permits, and formalize the review process.
