2. The residents of Gem Lake desire to create and. maintain a high duality man <br />made environment. All new residential and commercial development and <br />auxiliary, structures and signs including low and moderate cost housing should. <br />be developed to high standards consistent with the good aesthetic, architec-. <br />tural, and common sense. Furthermore, all existing structures and ancillary <br />buildings and lands including low and moderate cost housing (now approxi- <br />mately 46 percent of all housing in Gem Lake) will be maintained to high <br />standards to enhance the quality of the. life in Gem Lake. <br />3. The residents of Gem Lake wish to contain future commercial devela meat <br />within the community., Existing commercial development is substantial. in <br />relation to total community development providing more •jobs than the size of <br />the .local resident labor force. Substantial additional commercial develop - <br />meat would. conflict with the .goals of maintaining..a rustic and high qual.iiv <br />natural environment. <br />4. The residents of Gem 'Lake desire to have a low -profile government that <br />Provides only essential public services necessary for their health, safety, and <br />welfare. This goal is based on a realistic appraisal of the small size. of the <br />community, and due to the realities of service economics which justify <br />provision of services on a larger territorial basis. It is a further goal that <br />these public services should be obtained on a long-term contractual basis with <br />surrounding municipalities. This should keep per capita expenses in relation <br />to services rendered at the lowest possible level for bath the residents of <br />Gem Lake and surrounding communities. <br />5. The residents of Gem Lake desire to cooperate with ad`acent communities to <br />achieve a comoatible land development and public services, pattern. Recog- <br />nizing the small. size of Gem Lake. in relation to the substantial urbanizing <br />pattern in the vicinity, the. City of Gem Lake will place considerable <br />importance in cooperating with other local units of government in encaurag <br />ing the Compatible development of this sub -region of the metropolitan area. <br />Principal Issues <br />Gem Lake, like every public community, has a set of major issues that should be <br />faced if the City is to be developed in a form that is consistent with stated. <br />community goals. At the time of Plan adoption, the issues listed. below appear to <br />be most critical and, as such, establish a focus for many of the. Plan proposals. The <br />succeeding chapters of this document address these issues in the course: of <br />establishing specific plan proposals. <br />1. Density of Residential Development. Consistent, with the goal of maintaining <br />a "rustic" environment in a natural setting the City of Gem Lake will seek to <br />maintain a medium to low -density residential development pattern (approxi- <br />mately G.3 to 2.0 dwelling units per net acre). This commitment lies in the <br />face of substantial pressure from developers who seek to construct higher <br />density developments. It is the position of Gem Lake that the community's <br />existing natural resource base, its existing land use, its limited ability to <br />provide a wide range of urban services, combined with the planned allowance <br />n <br />
