It is the policy of Gem Lake to encourage the preponderance of new <br />develovment. in the form of low density housing 0.3 to 1.0 dwellinz units ❑er <br />net acre . This policy is advocated for the following reasons: a most of the <br />undeveloped lands within the City he adjacent to existing low .density <br />residential development, (b) much. of the vacant land is of high natural <br />environmental quality (hilly, wooded, wetlands), and (c) the municipality is <br />not well equipped to provide the higher level of municipal services that higher <br />density development would require. <br />3. Based on the planned ultimate allocation of land uses, it is the policy of Gear. <br />Lake to make planning decisions based on ultimate community copulation of <br />approximately 1,20Q persons. IIt is estimated that this threshold may be <br />reached in 15 to 20 Years. This population threshold will be utilized in <br />planning for community facilities and in the provision of public services. This <br />population level suggests that Gem Lake will be heavily dependent on <br />cooperating with other governmental jurisdictions in the provision of certain <br />urban services. <br />4. It is the policv of Gem Lake to contain commercial uses to within their <br />resently zoned areas. This policy is viewed as being extremely important in <br />achieving the stated goals .(a) of maintaining a high quality natural V <br />environment and of (b) encouraging a high quality manmade environment. <br />Existing commercial development serves an area much larger than Gera .Lake <br />proper. Commercial development in surrounding communities serves most of <br />the needs of Gem Lake residents. Since much of the commercially zoned land <br />in the City (as shown in Figure 6) is already developed, future commercial <br />expansion will be principally through (a) conversion of residentially developed <br />.land within presently commercially zoned areas and (b) upgrading of existing. <br />commercial development. <br />S. While substantial commer- <br />cial. development exists within the City, most of this development is tailored <br />-towards serving a market area substantially larger than Gem Lake. It is the <br />intention of the Gem Lake municipal government to encourage those who <br />would provide retail commercial and office facilities that would be of more <br />direct benefit to Gem Lake residents. <br />6. It is the policy of Gem Lake to discoura a all industrial uses except 'those <br />which would be compatible. within. the defined commercial districts. Exten- <br />sive industrial development can be easily accommodated in other portions of <br />the Gem Lake suit -region of the metropolitan area. <br />?. It is the police of Gem Lnke to review proposed institutional develo ments on <br />a case by case basis.
