' Jurisdiction. Ramsey County currently maintains.approximately 3/4 of the <br />total 5.8 miles of roadway within Gem Lake (see Table 10) including most <br />of the arterial, all of the collector, and over half of local street mile- <br />age. Gem Lake.maintains only O.8 miles (approximately 14 percent.) of the <br />total mileage. The remaining roads are under state or private jurisdiction.. <br />.E <br />t Public Transit <br />The City is presently served by a MTC bus route.sery ng the commercially <br />i' oriented southeastern corner of the community .(via County Road E and U.S. <br />51). Since it is a goal of the community to maintain a "rustic" environ- <br />ment in a natural setting (goal #1), the resulting low density of residen- <br />tial development will not be conclusive to substantial increases in bus <br />services.. Nevertheless:some improvements in the frequency of bus service <br />along the minor arterial street system may be desirable, particularly to <br />serve low income and elderly populations. <br />There are no, major fixed transit facilities either existing or planned in. <br />Gem Lake. <br />Airports. <br />There are no airports, proposed airport sites, search areas, or other <br />related facilities located in Gem Lake. <br />Transoortation Policies <br />The following policies have been established by the municipal government <br />of Gem Lake to enhance the quality of transportation for citizens of the <br />community. <br />1. Gem Lake supports the studv of an improved connection of Otter Lake <br />Road and County Road "F The Northeast Area Transportation Study <br />under the sponsorship o7 the Metropolitan Council and local. communi- <br />ties including Gem Lake has identified the need to establish a series <br />of continuous arterial and collector routes serving the northeastern <br />portion of the metropolitan area (see Figure 9). The relocation of <br />Otter Lake Road connecting directly with County Road "F" n:ne.ighbor- <br />ing White Bear Lake.might further this objective. However, Gem Lake <br />is aware that such a connector between Otter Lake Road and County Road <br />F would tend to increase traffic sufficiently to jeopardize Gem Lake's <br />objective of maintaining a rustic environment and therefore should take <br />steps to minimize the impact of such a -development on. the rest of Gem <br />Lake's road system. <br />t <br />2. Further development of pri.vate roads serving more than one prooert <br />wil.1 be discouraged. While the provision of private roads is consis- <br />tent with.the City s desire to maintain a low profile government; over <br />the long term this policy may be detrimental to the City. A higher <br />level of construction standards and maintenance can probably be assured <br />if the City acquires public rights -of -way at the time of land development:. <br />-41- <br />
