S. PLAN IMPLFMENTAnON <br />The goals and policies as set forth in the Iprevious plan chapters which, in. <br />combination, make up the Comprehensive Municipal Plan of Gem Lake, can be <br />effective only by vigorous enforcement. supported by City ordinance, supplementary <br />plans, and ongoing policy decisions by the City's Planning Committee and Council. <br />The principal purposes of this plan chapter are to (a) list those ordinances currently <br />in effect that are intended to support. the Comprehensive Plan, (b) identify desired <br />alterations. to these ordinances to improve their relationship to the plan proposals; <br />and (c) list additional municipal ordinances and controls that might be applied to <br />further the goals of the Comprehensive Plan. The current .status of existing and <br />proposed. community development guides is summarized in Table I1. <br />Existing Municipal Develooment Ordinances and Plans <br />Zoning Ordinance. Gem Lake has an officially adopted zoning ordinance that. has <br />been amended several times (see Figure 6 on page 31 which shows Gem Lake. zoning <br />districts as of January 1928). The principal purpose of this ordinance is to detail <br />with greater specificity than the Comprehensive Municipal Plan the specific types <br />and intensities of land -use which are desired in various portions of. Gem Lake.. <br />Suggested ordinance alterations are the fallowing; <br />I. Delete.. provisions allowing moderate -density residential development (less <br />than 1/4-acre lots) in commercial districts. Since it is a plan. policy to <br />discourage further residential development in commercial districts, further <br />residential development of this density will not be allowed within Gem Lake.. <br />2. Permit clustering of single-family homes or attached homes subject to the <br />same overall density regulations. (This is a "Planned Unit Development" <br />proposal which is discussed as a separate ordinance below.) <br />3. Reduce the number of commercial districts from three to two.. Most <br />appropriately, combine the "Limited Business" and "Retail Bdsiness" districts <br />into one district. <br />Subdivision Ordinance. Gem Lane has an officially adopted subdivision ordinance. <br />The primary purpose of this. ordinance is to establish construction standards and <br />responsibilities of those wishing to develop portions of the City. Particularly <br />important are standards for roadway construction and utilities. Suggested <br />ordinance additions and alterations include the following: <br />I.
