Use. of Plan by the City Planning Commission <br />The Planning Commission of Gem Lake is a five member body appointed by the <br />City Council of Gem Lake. Members of the Committee serve at the pleasure of <br />the City Council. They may be reappointed. <br />Saecifically, with regard to the Comprehensive Plan, the Planning Commission has: <br />the. following major responsibilities: (a) to periodically review (not less frequently <br />than biannually) and make suggested additions and amendments to the Comprehen- <br />sive Plan, (b) to. assure that all provisions of the City's development control <br />V4 ordinances (or proposed amendments or additions to these ordinances) are in <br />accordance with the principles of the Plan, (c) to review proposed public capital <br />investments of the City of Gera., Lake to determine their consistency with the <br />- Comprehensive Plan and (d) to review proposed. private capital investments within <br />Gem Lake to assure that: they are in accordance with the principles and proposals <br />of the Plan. While the. Planning Commissionts responsibilities are primarily <br />advisory — the City Council has prime authority in carrying out the Plan's features <br />-- the Planning Commission nevertheless is- considered to be the City's p:imary <br />body in terms of making explicit interpretations of the Pian's stated proposals. <br />Use of the.Plan by the City Council <br />The City Council :is. a five member body directly. elected by the citizens o€ Gem <br />Lake. .Council..^iembers are electe4 -to four year staggered terms. As the primary <br />policy making -.body of the City of Gem Lake, the. Council has the following <br />principal responsibilities in relation to the Comprehensive. Municipal Plan: (a) to <br />•.•= assure, to the maximum extent possible,. that the. policies contained within the, <br />Comprehensive :Plan document represent the viewpoint of- the citizens of the <br />community, 0 to attempt to mace incremental policy decisions in normal council <br />-deliberations that are consistent with the Plan's provisions, (c) to make public <br />capital expenditures and related- expenditures. consistent with the principles of the <br />Plan, .and (d) to exercise the ultimate review and adoption of all original plan <br />,provisions and amendments- to the Plan forwarded to the Council by the. Planning <br />Commission. <br />Reletionshio of Other Municipal Bodies and Citizens *to the -Plan <br />Beyond guiding the actions of the City Planning Commission and the City. Council, <br />the plan is designed. to be an.educatiorial:device designed to convey -to &U people in <br />Gem Lake the manner in which the CRY is desired to develop. -The plan is intended <br />to convey the unique assets, liabilities, and key development issues facing. the City <br />in the coming years. Citizens interested It- interpretations of the provisions of the <br />Comprehensive Municipal Plan, or revisions- to it, are encouraged to meet with the <br />- Planning Commission at its regularly *soheduled* sessions. <br />Compliance with the Plan <br />The Comprehensive Plan of <br />Gem Lake <br />is designed <br />to be more <br />than. a mere <br />document spelling out general <br />municipal <br />policies.
