The applicant shall pay to the City <br />prior to the issuance of the permit. the .total amount of fees or deposit required for the installation of the service <br />connection as herein provided..No permit shall be issued except to a licensed plumber, certified pipe laYer, or <br />homeowner performing work on his orher own premises..
