AMENDMENT TO JOINT COOPERATION AGREEMENT WHEREAS.,. the Ramsey County Housing and Redevelopment Authority ("Authority") and ("Municipality"), each a political subdivision ofthe State of Minnesota, entered into a joint -cooperative agreement dated August 19, 1985, as antended May 10,. 20.06-and June-24, 2015 ("Agreement"); and WHEREAS Title I of-tho.HousingajTd Community- Development Act of 1914, 42:U.S.C. § 5301 et:sea.., as. amended, ("CDBG. Act''.) provides fora program of community development block grants; and WHEREAS, -computation ofa Op4rity's population as an Urban County as..that term is used in the CDBG Act included the' Municipality with which it has entered iri#o .the Agreement to undertake or to Assist in the gndertaking of essential. activities pursuant io community development block grants; and WHEREAS; H UDCRD Notices 19-04, 20-03, and 21-06 require that ari Urban County requalifying iff frscal year (FY).2021 for the FY 2022-2k4. qualification period is required to make airy* heaessary .revisions *to its cooperation agreements. at t. he time, that it requalifies; and WHEREAS, the Authority requalified for the FY 2022-2Q24 gualifcation period.artd therefore amends the Agreement. NOW, THEREFORE, the Parties agree to amend the Agreement as follows: Paragraph..4 of -the Agreement should be.amended *by 4headdition of the following;. P: Both the Authority and .Municipality must take all actions: necessary to assure coitt°pliance with the certification required under section 104(b) of'Title 1 of the .Housing and Community. Development Act. -of 1.974, that the:grant wifl be -conducted and adm roistered in conformity with Title VI of the'Civil.Rights Act- of 1064, 'And 'the - implementing regulations at 24 CFR part 1., and the Fair Housing:Apt, and the implementing regulations at 24 CFR:part 100,.and-will affirmatively further fair. housing.
