From 10/19/2021 <br />Planning Commission Report to the City Council - Don Cummings <br />Home Occupation issuewilI require some preparation from professional staff in order to hold a. <br />Public Hearing. <br />Some older cities (Maplewood, White. Bear Lake) have developed. lengthy., ever expanding <br />definitions and extensive controls to regulate Home Occupations. Other cities (Maple Grove}. <br />have moved to very short — but restrictive -- definitions of permitted Home Occupations with <br />no provision for conditional use or licensing of non -permitted business uses of homes in <br />residential areas, <br />Gem Lake needs a Home Occupation update: <br />Home Occupation is defined only briefly 1n the Land Use Ordinance 131 Appendix and <br />referenced only once in the Land Use Ordinance.itself, making it a Permitted Accessory Use <br />in all residential districts. <br />We. do have. a fairly comprehensive Home Occupation ordinance but 1t addresses only the <br />subset of possible Home. Occupations that need licensing, potentially implying all other Nome <br />Occupations do not.. <br />( 7o hold a public hearing, I think we need. to shpw specific la.nguage explaining both permitted <br />and conditional (iicensed) Home Occupation uses and where new language would be <br />incorporated into our ordinances. <br />'1 don't think this should.be.done.:"live'' by commissioners at a public hearing, <br />
