<br />City of Gem Lake Comprehensive Plan GEMLK 140643 <br />Page 27 <br /> <br />• Plan for forecasted population and household growth at overall average densities of at <br />least 5 units per acre, and target opportunities for more intensive development near <br />regional transit investments at densities and in a manner articulated in the 2040 <br />Transportation Policy Plan. <br />• Identify areas for redevelopment, particularly areas that are well-served by <br />transportation options and nearby amenities and that contribute to better proximity <br />between jobs and housing. <br />• In collaboration with other regional partners, lead major redevelopment efforts. • Lead <br />detailed land use planning efforts around regional transit stations and other regional <br />investments. <br />• Plan for and program local infrastructure needs (for example, roads, sidewalks, sewer, <br />water, and surface water), including those needed to accommodate future growth and <br />implement local comprehensive plans. <br />To this end, the City’s strategies are: <br />• Accommodating growth forecasts through reinvestment at appropriate densities. <br />• Approving and permitting reinvestment projects that increase density and make <br />cost effective use of infrastructure. <br />• Expand Residential One Acre development on the south side of Goose Lake <br />Road in the city’s northwestern quadrant. <br />• Adopting ordinances that accommodate growth and use land and infrastructure <br />efficiently. <br />• Supporting the conversion or reuse of under-utilized lands in order to <br />accommodate growth forecasts. <br />• Helping to ensure efficient use of existing infrastructure investments to meet <br />community needs. <br />• Planning for infill development, redevelopment, and adaptive reuse of structures <br />to diversify housing, connect housing and jobs, and integrate new development <br />into existing neighborhoods. <br />• Encouraging preservation of existing neighborhoods and expansion of housing <br />choices within the city. <br />• Adopting ordinances to increase life-cycle and affordable housing in mixed use <br />areas. <br />• As a designated suburban city, the city will encourage Gateway district <br />development that will promote a town center that will make Gem Lake a <br />destination for shopping, dining, and entertainment, particularly if anticipated bus <br />rapid transit will extend along the Highway 61 corridor. <br /> <br />Tables 5.5 indicates projected development by category and estimated land demand <br />needed for implementation. This information is broken into ten-year increments from <br />2020 to 2040. The Plan shows that Single Family – Estate properties will be subdivided <br />into Single Family – Executive and Single Family – Residential One Acre. In addition, the <br />City will anticipate more land designated for roads and utilities to accommodate in <br />increase in density.
