City of Gem Lake Comprehensive Plan Page 5
improvements and reported in writing to the governing body (City Council) or other
special district or agency or political subdivision concerned, its findings as to compliance
of the proposed acquisition, disposal or improvement with the Comprehensive Municipal
Plan. Failure of the Planning Agency to report on the proposal within 45 days after such a
reference, or such other period as may be designated by the governing body (City
Council), shall be deemed to have satisfied the requirements of this subdivision. The
governing body (City Council) may, by resolution adopted by two-thirds vote, dispense
with the requirements of this subdivision when in its judgment it finds that the proposed
acquisition or disposal of real property or capital improvement has no relationship to the
Comprehensive Municipal Plan.”
2.6 Amendments to the Plan
The Comprehensive Plan for the City of Gem Lake is designed to be amended as the
City grows and changes. The City Council provides authority to the Planning Commission
to conduct an annual review. Any amendments to the Comprehensive Plan beyond an
editorial level will be executed only after a public hearing. This hearing must be duly
advertised in the officially designated newspaper of the municipality at least ten days
prior to the hearing. Any amendments to the plan can be accomplished by a 2/3 majority
vote (of the members of the City Council). Amendments must be formally submitted to
the Met Council for review and will be placed on file with the Council as well as with all
governmental units with boundaries contiguous to the City of Gem Lake
