<br />City of Gem Lake Comprehensive Plan Page 5 <br />improvements and reported in writing to the governing body (City Council) or other <br />special district or agency or political subdivision concerned, its findings as to compliance <br />of the proposed acquisition, disposal or improvement with the Comprehensive Municipal <br />Plan. Failure of the Planning Agency to report on the proposal within 45 days after such a <br />reference, or such other period as may be designated by the governing body (City <br />Council), shall be deemed to have satisfied the requirements of this subdivision. The <br />governing body (City Council) may, by resolution adopted by two-thirds vote, dispense <br />with the requirements of this subdivision when in its judgment it finds that the proposed <br />acquisition or disposal of real property or capital improvement has no relationship to the <br />Comprehensive Municipal Plan.” <br />2.6 Amendments to the Plan <br />The Comprehensive Plan for the City of Gem Lake is designed to be amended as the <br />City grows and changes. The City Council provides authority to the Planning Commission <br />to conduct an annual review. Any amendments to the Comprehensive Plan beyond an <br />editorial level will be executed only after a public hearing. This hearing must be duly <br />advertised in the officially designated newspaper of the municipality at least ten days <br />prior to the hearing. Any amendments to the plan can be accomplished by a 2/3 majority <br />vote (of the members of the City Council). Amendments must be formally submitted to <br />the Met Council for review and will be placed on file with the Council as well as with all <br />governmental units with boundaries contiguous to the City of Gem Lake <br />
