For existing properties, the <br />County can provide below-market, flexible <br />loan financing for weatherization and energy <br />conservation, health and safety, and other <br />basic rehabilitation activities. The City will <br />refer interested parties and encourage <br />participation. <br />4(d) Tax Program The 4(d) tax program provides a property tax <br />reduction for rental properties which include <br />affordable housing units. This program is <br />administered through the Minnesota Housing <br />Finance Agency. The City encourages <br />property owners to seek such assistance, if <br />eligible. <br />Meet local and <br />regional needs for <br />affordable housing <br />and provide <br />access to funding <br />sources <br />Tax Exempt Bonds The HRA is authorized to issue tax exempt <br />bonds for multi-family projects. The City will <br />continue to partner with the HRA to find <br />opportunities within the community. <br />Community <br />Development Block <br />Grants (CDBG) <br />CDBG funds are administered through the <br />HRA at the City’s request. CDBG funds can <br />be used to meet a variety of community <br />development needs including investments in <br />public infrastructure, single family or multi- <br />family housing rehabilitation, homelessness <br />assistance, business loans, or capital <br />improvements for publicly owned buildings. <br />The activities must benefit households with <br />incomes at 80% AMI or below. The City will <br />promote the CDBG program when <br />appropriate. <br />HOME Investment <br />Partnership Program <br />HOME funds are used for the construction of <br />new affordable housing or rehabilitation and <br />preservation of existing affordable housing.
