The City invites <br />developers to apply for funds to support <br />development of housing units which meets <br />the City’s need for affordable housing. <br />City Land Use Plan <br />and Zoning <br />Ordinance <br />The City will guide and zone lands at the <br />appropriate density to provide for the <br />requisite amount of affordable housing. <br />Fair Housing Policy The City will consider a Fair Housing Policy <br />in order to receive Livable Community Act <br />funds. <br />Housing Bonds Cities are authorized under state law to <br />develop and administer programs that make <br />or purchase mortgages to finance the <br />acquisition or rehabilitation of affordable <br />housing. Cities may further make or <br />purchase loans using the proceeds of the <br />bond sales for activities such as new <br />construction, acquisition, rehabilitation, or <br />refinancing bond debt. The City may <br />consider using housing bonds for a project <br />meeting the goals of this plan upon request. <br />Encourage the <br />development of <br />new housing <br />Land Assembly The City may participate in land assembly for <br />projects that are consistent with the goals <br />and policies of this Plan. <br />Tax Abatement In order to meet the goals of this plan, the <br />City will consider the use of tax abatement <br />upon request. <br />Tax Increment <br />Financing (TIF) <br />Through the CED and HRA, the City may <br />consider the use of TIF for accelerating the <br />development process and achieving <br />development on sites that would not be <br />developed without this assistance in order to <br />meet the goals of this plan. To this end, the <br />City will consider TIF upon request. <br />Met Council Livable <br />Communities <br />Demonstration <br />Account (LCDA) <br />Funding provided by the Met Council for <br />innovative projects that promote Livable <br />Communities. Possible uses could include <br />Transit Oriented Development (TOD), <br />(County Road E on the Rush Line BRT), life- <br />cycle housing, mixed-use/walkable <br />neighborhoods, workforce housing, and <br />affordable housing grants. Funds may also <br />be used for public infrastructure and site <br />assembly. The City will promote the use of <br />said programs when appropriate.
