a satisfactory ISTS. A system permit, obtained from the administrator, is required for any <br />installation or renovation of an ISTS. No building permit for any building including the <br />installation or renovation of an ISTS shall be issued until a system permit for the involved <br />facility has been approved. <br />There are currently 109 ISTS in operation within the City as of June 26, 2009. The city <br />ordinance provides for an inspection of all ISTS by a professional to take place every other <br />year. The City hires an outside consultant to perform this service. Computer records are <br />maintained as to which property owners have ISTS. At the time of the inspection the <br />inspector will make sure that the ISTS is in proper working condition. The inspector will <br />provide maintenance tips to the property owner to keep the system in proper working <br />condition. If the ISTS is found to be in need of repair, the inspector will review the repair or <br />replacement needs with the property owner. The inspector will also notify the City for <br />tracking and inspection of the repairs or replacement which ever is required. All ISTS records <br />are kept at the City. <br />The City of Gem Lake has instituted an inspection program for ISTS. The initial inspection is <br />to determine if installation or renovation has been accomplished in compliance with Chapter <br />7080 of the Minnesota Rules and with the Gem Lake Individual Sewage Treatment System <br />Ordinance. The City's inspector shall inspect any individual ISTS when a written complaint <br />signed by two residents of the City of Gem Lake is received. <br />It is the responsibility of the owner of any premises using an ISTS, for which a permit has <br />been issued, to provide for the periodic maintenance by a qualified septic system company. <br />Reports of the maintenance should be submitted to the administrator. <br />It is the duty of the administrator to create, update and maintain an accurate inventory of each <br />ISTS for which permits have been issued within the City of Gem Lake. The inventory should <br />include location, system description, renovation description and maintenance reports. The <br />City may inspect any system it deems necessary as a result of the reporting program. The <br />City, at cost to the land owner, has each and every ISTS inspected every even year. Any <br />system which fails the inspection must be renovated or replaced. Ordinance 61 defines the bi- <br />annual inspection and maintenance routines. <br />Ordinance 64 - Municipal Sanitary Sewer System <br />Ordinance 64 is designed to regulate the operation of the municipal sanitary sewer system. <br />The ordinance contains language that does the following: <br />• Regulates connections to be made to the municipal sanitary system <br />• Establishes regulations as to type and kinds of waste that may be disposed of in the <br />municipal sanitary sewer system <br />• Prohibits the discharge of any type or kind of surface waters into the municipal sanitary <br />sewer system. Also prohibits the connection of sump pumps, rain leaders, and passive drain <br />tile to the sanitary sewer system. <br />• Prescribes rates and charges for sewage disposal services <br />• Provides for the issuance of permits for and supervision of all connections to the municipal <br />sanitary sewer system <br />• Prescribes certain materials and methods to be used for said connections <br />• Provides for licensing of sewer contractors <br />/ • Prescribes penalties for the violation of the provisions of this ordinance <br />SE H 7.0 sanitary sewer system plan I page 48 <br />
