9.0 Housing Plan <br />Housing Supply <br />The housing supply in Gem Lake is rather homogeneous. The 2000 census of the population <br />showed that there were 145 housing units within Gem Lake, with 139 of those units classified <br />as "single-family detached." Of those single-family detached housing units, 130 of them were <br />owner -occupied, and nine were renter -occupied. There were also two multiple -family <br />dwelling units within Gem Lake. Both of these units were duplexes. The 2000 US Census <br />showed that only six housing units were vacant at that time. <br />The condition of housing within Gem Lake is generally good. Over half the homes in Gem <br />Lake have been built since 1970. A majority of the housing within the community was built <br />between 1970 and 1989. A total of 68 units were built prior to 1970, while 12 have been built <br />since 1990, according to US Census Data. <br />The median value of housing in Gem Lake in 2000 was $159,600. A majority of the housing <br />was valued between $100,000 and $149,000.Only 17 housing units were valued less than <br />$100,000, while there were 21 housing units valued over $300,000. Two units were valued <br />between $500,000 and $1,000,000. The median gross rent in Gem Lake in 2000 was $813 per <br />month. <br />The 2000 census shows that there are 419 persons and 139 households in Gem Lake, for an <br />average of 3.01 persons per household. This compares to 3.14 in 1990. Due to an aging <br />population, smaller households have become a national trend. <br />The median household income in 2000 for Gem Lake was $64,167. Median family income <br />was $82,909. That compares to $41,994 and $50,046 respectively to the United States. <br />Supply and types of housing in the City of Gem Lake are limited. Few are vacant or available <br />and almost all of the housing stock is classified as single family detached. Virtually nothing <br />in the way of multiple family buildings, (other than two duplex units) senior or planned <br />affordable housing currently exists. <br />More diverse housing options currently exist within the neighboring communities of Vadnais <br />Heights, White Bear Lake, and White Bear Township. While the planned mixed use <br />development near Hoffman Corner's may provide an opportunity for senior and multiple <br />family housing, Gem Lake also needs to explore region wide efforts to provide for more <br />housing diversity. <br />Overcrowding is not a problem in the City of Gem Lake. The majority of houses in the City <br />have three or more bedrooms, which meshes well with the average household size of 3.01 <br />persons. <br />Also, the cost of housing is not excessive as a percentage of household income. The 2000 <br />census shows that median monthly owner cost is $1,210 with a mortgage and $263 without a <br />mortgage. <br />Almost 79 percent of the households spend less than 30 percent of their income on housing <br />costs. Median rent for non -owner occupied households is $813. All renters spent less than 25 <br />percent of their income on rent. <br />Although there are a great number of employment opportunities within Gem Lake, few <br />residents are also employed here.
