-A <br />SEH <br />Failure of the Planning Agency to report on the proposal within 45 days after such a <br />reference, or such other period as may be designated by the governing body (City Council), <br />shall be deemed to have satisfied the requirements of this subdivision. The governing body <br />(City Council) may, by resolution adopted by two-thirds vote, dispense with the requirements <br />of this subdivision when in its judgment it finds that the proposed acquisition or disposal of <br />real property or capital improvement has no relationship to the Comprehensive Municipal <br />Plan. " <br />Amendments to the Plan <br />The Comprehensive Plan for the City of Gem Lake is designed to be amended as the City <br />grows and changes. The City Council provides authority to the Planning Commission to <br />conduct an annual review. Any amendments to the Comprehensive Plan beyond an editorial <br />level will be executed only after a public hearing. This hearing must be duly advertised in the <br />officially designated newspaper of the municipality at least ten days prior to the hearing. Any <br />amendments to the plan can be accomplished by a 2/3 majority vote (of the members of the <br />City Council). Amendments must be formally submitted to the Met Council for review and <br />will be placed on file with the Council as well as with all governmental units with boundaries <br />contiguous to the City of Gem Lake. <br />2.0 use of the plan I page 4 <br />
