Potential joint power agreements with the City of White Bear Lake, White Bear <br />Township and the City of Vadnais Heights may result from the initiation of <br />discussion by Gem Lake. <br />• The review of conditional or interim use permits or re -zonings of particular areas of <br />the City must take into account impacts on adjacent uses, air and water quality, <br />traffic generation, public safety and health, aesthetics and economic effects. <br />• Wildlife and natural vegetation in the City adds to the quality of life in Gem Lake. <br />The wildlife and natural vegetation should be preserved and protected from over- <br />development. <br />• Additional protection to wetland areas and the water body called Gem Lake is <br />needed. The requirements for soil erosion and storm water controls are already <br />included in the City's zoning ordinance. Additional protective measures should be <br />placed on storm water that enters the Gem Lake water body, which has no outlet. <br />Both pre-treatment and rate controls will be needed to keep the Gem Lake water <br />body clean, and to prevent it from overflowing. <br />City Planning Area Policies <br />Beyond Gem Lake's general land development policies, an additional set of policies <br />has been established to more clearly delineate the type of development which is to be <br />encouraged within the various "Planning Areas." (refer to Figure 2 - Future Land Use <br />Map for details of these areas) The policies listed below are preceded by a brief <br />description of existing conditions in each planning area. <br />/ Gem Lake Gateway and Village Center Special Planning area (Mixed use) <br />The Gateway and Village Center planning areas in the City of Gem Lake are broken <br />up into five specific land areas, defined as follows: <br />• The southeast corner of U.S. Highway 61 & County Road E (Hoffman's Corner) <br />• The northeast corner of U.S. Highway 61 & County Road E <br />• The northwest corner of U.S. Highway 61 & County Road E <br />• A 17-Acre Parcel on County Road E (East County Rd E parcel) <br />• An 18-Acre Parcel on County Road E (West County Rd E Parcel) <br />The "Gem Lake Gateway and Village Center Special Planning Area" defines areas <br />where commercial, business, retail, office and residential uses could be constructed in <br />combination with each other. This would connect housing with nearby opportunities <br />for shopping, working and social interaction.
