Roadway Consolidation and Maintenance <br />The City of Gem Lake has taken possession of several roadways which had been under <br />Ramsey County jurisdiction. This was done as part of the Functional Roadway <br />Consolidation Project now being implemented by the County and the State of <br />Minnesota. The roadways include that portion o£ <br />• Scheueneman Road in the City of Gem Lake from its intersection with U.S. Highway <br />61 to the south to its intersection with Otter Lake Road to the north <br />• Scheueneman Road in the City of Gem Lake from its intersection with County Road <br />E to the south to its intersection with U.S. Highway 61 to the north <br />• Hoffman Road in the Hoffman's Corners area of the City of Gem Lake, from its <br />intersection with U.S. Highway 61 to the south to its intersection with Ramsey <br />County Road E to the north. <br />Transportation Policies <br />The following policies have been established by the municipal government of Gem <br />Lake to enhance the quality of transportation for citizens of the community: <br />• Gem Lake officially supports the recommendations of the I-35E Management Team. <br />A recent 1-35E Corridor study identified the need to establish arterial and collector <br />routes serving the northeastern metropolitan area. The relocation of Otter Lake <br />Road connecting it directly to County Road F and the connection of Labore Road <br />and White Bear Parkway can further this objective. However, Gem Lake's objective <br />of maintaining a rustic, natural environment will require attention to minimize the <br />impact that an increase in traffic may have on the City's road system and residential <br />neighborhoods. <br />• Gem Lake encourages the incorporation of parkway design criteria and the use of <br />natural landscape barriers in any reconstruction of arterial and connector routes. <br />(e.g., Labore Road/White Bear Parkway connection.) <br />• Further development of private roads serving more than one property will be <br />encouraged. This is consistent with the City's desire to maintain a low profile <br />government. However, the City should strictly oversee the development of any <br />private roads to ensure that City construction and design standards and <br />specifications are met. <br />• The basic arterial and collector road system of Gem Lake has been established. <br />Therefore, future streets should be designed to channel local traffic onto County <br />Road E, Labore Road and Goose Lake Road. Accommodating through traffic on <br />new streets will be discouraged. <br />• All future streets should be designed to discourage additional surface water runoff <br />into Gem Lake and its attendant wetlands. Gem Lake, and its attendant wetlands, <br />has no natural outlet. Therefore, additional storm runoff created by the impervious <br />surfaces of streets into this basin should be discouraged. <br />• The City of Gem Lake has limited need for public transit service due to planned low <br />density development. However, it will cooperate with adjacent communities to <br />secure improved bus service as needed along its minor arterial street system. Bus <br />service in other areas of the City will be discouraged consistent with its planned low <br />density and desired rustic environment. <br />E6.0 transportation plan I page 39 <br />
