K. The review of conditional or interim use permits or re -zonings of <br />particular areas of the City must take into account impacts on adjacent <br />uses, air and water quality, traffic generation, public safety and health, <br />aesthetics and economic effects. <br />L. Wildlife and natural vegetation in the City adds to the quality of life in <br />Gem Lake. The wildlife and natural vegetation should be preserved and <br />protected from over -development. <br />M. Additional protection to wetland areas and the water body called Gem <br />Lake is needed. The requirements for soil erosion and storm water <br />controls are already included in the City's zoning ordinance. Additional <br />protective measures should be placed on storm water that enters the Gem <br />Lake water body, which has no outlet. Both pre-treatment and rate <br />controls will be needed to keep the Gem Lake water body clean, and to <br />prevent it from overflowing. <br />City Planning Area Policies <br />Beyond Gem Lake's general land development policies, an additional set of policies has <br />been established to more clearly delineate the type of development which is to be <br />encouraged within the various "Planning Areas." (See the Figure 2 for details of these <br />areas) The policies listed below are preceded by a brief description of existing conditions <br />in each planning area. <br />Gem Lake Gateway and Village Center Special Planning Area (Mixed use) <br />The Gateway and Village Center planning areas in the City of Gem Lake are broken up <br />into five specific land areas, defined as follows: <br />1. The southeast corner of Highway 61 & County Road E (Hoffman's Corner) <br />2. The northeast corner of Highway 61 & County Road E <br />3. The northwest corner of Highway 61 & County Road E <br />4. A 17-Acre Parcel on County Road E (East County Rd E parcel) <br />5. An 18-Acre Parcel on County Road E (West County Rd E Parcel) <br />The "Gem Lake Gateway and Village Center Special Planning Area" defines areas where <br />commercial, business, retail, office and residential uses could be constructed in <br />combination with each other. This would connect housing with nearby opportunities for <br />shopping, working and social interaction. Subsequent graphics and text sections provide <br />details on how these various uses could be successfully meshed within a mixed use <br />district. <br />The following figures are only examples of possible layouts of the Mixed Use Gem Lake <br />Gateway and Village Center Special Planning area. <br />City of Gem Lake Comprehensive Plan I page 5-15 <br />
