Roadway Consolidation and Maintenance <br />The City of Gem Lake has taken possession of several <br />roadways which had been under Ramsey County <br />jurisdiction. This was done as part of the Functional <br />Roadway Consolidation Project now being implemented by <br />the County and the State of Minnesota. The roadways <br />include: <br />A. that portion of Scheuneman Road in the City of Gem <br />Lake from its intersection with U.S. Highway 61 to the <br />south to its intersection with Otter Lake Road to the <br />north <br />B. that portion of Scheuneman Road in the City of Gem <br />Lake from its intersection with County Road E to the <br />south to its intersection with U.S. Highway 61 to the <br />north <br />C. that portion of Hoffman Road in the Hoffman's Corners <br />area of the City of Gem Lake, from its intersection with <br />U.S. Highway 61 to the south to its intersection with <br />Ramsey County Road E to the north. <br />Transportation Policies <br />The following policies have been established by the <br />municipal government of Gem Lake to enhance the quality <br />of transportation for citizens of the community: <br />A. Gem Lake officially supports the recommendations of <br />the I-35 Management Team. A recent I-35E Corridor <br />study identified the need to establish arterial and <br />collector routes serving the northeastern metropolitan <br />area. The relocation of Otter Lake Road connecting it <br />directly to County Road F and the connection of <br />Labore Road and White Bear Parkway can further this <br />objective. However, Gem Lake's objective of <br />maintaining a rustic, natural environment will require <br />attention to minimize the impact that an increase in <br />traffic may have on the City's road system and <br />residential neighborhoods. <br />B. Gem Lake encourages the incorporation of parkway <br />design criteria and the use of natural landscape <br />barriers in any reconstruction of arterial and connector <br />routes.
